Investing in Baltimore’s Neighborhoods

Antonio believes strong neighborhoods require investment and access to opportunity. In the State Senate, he secured more than $83 million for District 40 to support housing, workforce development, economic revitalization, and community institutions across Baltimore. Guided by the belief in “doing the most for those who have the least,” his work has focused on expanding opportunity for underserved communities and working families.

His work has included:

  • Advancing redevelopment and investment along the West North Avenue corridor and State Center

  •  Securing investments for the Delta Community Center, North Avenue Market redevelopment, and Parkview Recreation Center

  •  Expanding support for workforce housing, healthcare infrastructure, and small business development

  • Delivering funding for institutions including Coppin State University and Baltimore City Community College

Strengthening Education and Opportunity for Young People

Antonio believes every child deserves access to quality schools, safe spaces, and opportunities to succeed — no matter their ZIP code. Throughout his career, he has worked to turn that belief into action for Baltimore families. 

That’s why he has supported:

  •  Investments in schools including Mt. Royal Elementary/Middle School

  • Expanded tutoring, dual enrollment, and workforce readiness opportunities

  • Funding for youth recreation spaces, community centers, and after-school programs

Supporting Older Adults and Families

Antonio has championed policies that protect public health, strengthen families, and help older adults age with dignity. From public safety to child welfare, he has focused on delivering measurable results for children and families including reduced crime and a 58% decrease in foster care placements in Baltimore.

His work includes:

  • Establishing Maryland’s first Dementia Services and Brain Health Program

  • Supporting aging-in-place programs and senior community spaces

  • Expanding investments in healthcare and behavioral health infrastructure
